Finance Standing Committee
The Finance Standing Committee is the primary committee responsible for managing the budget, tax collection, and accounts in Grama Panchayats. The Panchayat Vice President acts as the Chairperson of this committee. It holds the authority to plan and oversee the financial matters of the Panchayat.

The Development Standing Committee is one of the mandatory committees formed to enhance administrative efficiency and implement planning within Grama Panchayats.
Main Functions and Responsibilities:
Planning and Development: Formulate and implement the annual plans and development programs of the Panchayat.
Agriculture & Allied Sectors: Development of agriculture, soil conservation, animal husbandry, dairy production, and fisheries.
Public Works: Planning and supervision of public works such as roads, bridges, buildings, and waiting sheds.
Housing: Handling rural housing schemes and projects providing houses for the homeless (e.g., PMAY-G).
Energy & Water Supply: Maintenance of rural water supply, sanitation, rooftop solar panels, and streetlights.
Forest & Environment: Implementing social forestry and farm forestry initiatives.
Small-Scale Industries: Promotion of rural small-scale industries and handicrafts.

The Welfare Standing Committee is one of the four major standing committees in Grama Panchayats, constituted under the Kerala Panchayat Raj Act of 1994.
Main Functions:
Social Welfare: Ensuring the distribution of social security pensions, widow assistance, and aid for differently-abled individuals.
Backward Classes Development: Formulating projects for the educational and economic upliftment of Scheduled Castes and Scheduled Tribes (SC/ST).
Poverty Alleviation: Implementing poverty eradication programs through Kudumbashree.
Women and Child Development: Devising welfare schemes tailored for women and children.
Public Distribution System (PDS): Monitoring the functioning of ration shops and the public distribution network.
Health and Sanitation: Activities related to primary healthcare and waste management (shared with the Health Standing Committee in certain contexts).

Main Functions:

Public Health: Evaluating the operations of Primary Health Centres (PHCs), leading epidemic control initiatives, and implementing sanitation drives.
Drinking Water: Ensuring drinking water supply across wards and protecting local water bodies.
Social Welfare: Overseeing the welfare of women and children, monitoring the operations of Anganwadis, and distributing nutritional supplements.
Arts and Sports: Promoting local cultural and athletic activities, and supporting cultural centers.
